We are a community-based full-service bank looking for a BSA Officer. This position will ensure compliance with Bank Secrecy Act and associated regulations by administering the Bank’s automated BSA monitoring systems, evaluating customer risk, monitoring accounts, performing and documenting investigations of suspicious activity.

  • Revamp, manage and monitor the BSA/AML compliance management program
  • Chairs the BSA Oversight Committee which meets to review and discuss significant BSA-related risk exposures
  • Administers the automated BSA monitoring system. Analyzes data and reports produced from the system, branches and other departments to identify, risk rate customer accounts and monitor potential suspicious activity for SAR reporting.
  • Manages scheduled medium and high customer risk reviews, customer due diligence/enhanced due diligence reviews, ongoing analysis, monitoring and analysis of identified accounts to evaluate and document suspicious activity for SAR filings. Investigations include reports of suspected elder financial abuse, money laundering, and marijuana related activity.
  • Prepares and files SARs that conform to formatting and timing requirements
  • Manages the Currency Transaction Reports (CTRs) filing process to ensure accurate, complete and timely submission, and the CTR Exemption process including new initial designations and annual reviews
  • Processes all 314(a) reports downloaded from FinCEN and Office of Foreign Assets Control (OFAC) alerts for customer matches and reporting. Also assists branches and departments with determination of potential OFAC matches.
  • Coordinates the collection of data required for the annual OCC Money Laundering Risk Survey
  • Drafts and revises BSA/AML policies and procedures and Risk Assessments
  • Assist departments in training and implementing processes necessary to comply with regulations
  • Prepares and presents reports and makes recommendations for Executive Management and the Board of Directors
  • Trains and manages staff
Additional Duties and Responsibilities:
  • Attends applicable compliance training to maintain a working knowledge of all laws and regulations related to BSA. Completes other assigned training with passing scores.
  • Maintains strict confidentiality of sensitive confidential information
  • Follows all Bank policies and procedures
  • Performs other duties as assigned
  • Frequent contact with branch/department personnel and management in providing information regarding risk evaluations, investigations, and determination of OFAC and 314(a) matches
  • Occasional contact with independent auditors and examiners from various government agencies to provide assistance with BSA audits and examinations

  • College degree or the equivalent combination of education, training and experience
  • A minimum of 6 years of BSA-related compliance experience within a financial institution
  • Must be fully knowledgeable in all areas of BSA compliance. Experience in a lead or managerial role is preferred.
  • Ability to analyze data and recommend appropriate changes and solutions
  • Ability to evaluate and communicate risk
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Proficient in organization and time management with ability to manage projects, assess priorities and work well under pressure to meet tight deadlines
  • Ability to write reports, business correspondence, and draft policy and procedure manuals.
  • Ability to effectively present information and respond to questions from Executives, managers and employees
  • Strong judgment and reasoning abilities are required to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
  • The position requires a strong working knowledge of various banking functions, compliance laws and regulations with focus on BSA/AML requirements and an ability to research and interpret new BSA related laws and regulations
  • Strong skills with MS Office applications: Excel, Word and Outlook
  • Ability to work under limited supervision with independence in decision making and problem resolution and to respond to inquiries from employees related to regulatory BSA compliance requirements
  • Ability to work with close attention to detail and to maintain confidentiality of sensitive information
  • Ability to effectively train and manage staff
Valid driver's license is required to facilitate travel to various bank locations. Professional certification such as Certified Anti-Money Laundering Specialist (CAMS) is preferred.
